Jakuho Raikoben is heavily commented to be a bankai of contradiction type. Unlike its shikai, it's too heavy and flashy making it unfit for stealth assassination. However, I believe the main difference is that Jakuho Raikoben is meant for one-hit-one-kill while the shikai is death in two steps. With the name Suzumebachi translated as giant hornet, I see the resemblance of the missile with the insect's abdomen which reminds me of their queen. In fact, the chapter that revealed Jakuho Raikoben was entitled Shock of the Queen.
The bankai's heaviness makes it quite difficult to aim. However, once the aim is locked on target makes it difficult to evade. Even its normal setup takes time considerable time. The missile has a homing feature that seeks out and follows the target to land that thunderous explosion. So far, it has only been demonstrated to be fired against a single enemy, but with a large explosion it creates, makes it a consideration for large-scale-area-damage type.
We can't exactly tell if some character in Bleach is really strong enough to withstand a direct hit from Jakuho Raikoben. As shown in the manga, no character has ever died yet having been struck by the bankai. However, in the case of Baraggan, we can say that his power is a great counter to most, if not all, abilities. From Sternritter K's (BG9) reasoning, he stated that it took him to go Voltszandig in order to resuscitate and survive. We all know the bankai was hollowfied back then but never was it officially stated it increased in damage. The Vizards got extra powerful with hollowfication but Urahara's was only a small pill enough to bring the bankai back and cancel a quincy's immunity perhaps. One thing seems to be clear enough, Jakuho Raikoben can most likely one shot anyone that is along the level of power of its master and heavily cripples survivors to such extent they can no longer continue battle.

Ability
Being a ranged weapon of the artillery sort, Jakuhō Raikōben has the ability to launch the missile attached to its base. To do so, Suì-Fēng must first raise and aim the huge missile, using the slits present in her face guard to be able to see while doing so. Once targeted, small fins extend from numerous points along the missile, before it is fired. It then tracks its target for a precision strike. After a successful hit, the missile creates a powerful and massive explosion strong enough to crack the Shijū no Saimon, something Hachigen Ushōda notes to be impressive, and heavily injure Baraggan Louisenbairn. The burst of explosive energy after the detonation is powerful enough to not only blow away Suì-Fēng and her lieutenant, but also rip the steel sash she was tied with, despite both of them being a long distance away from the explosion. Should Suì-Fēng not use the sash as an anchor, she can have Ōmaeda hold her down instead. This attack has a normal limit of firing no more than one missile every three days; doing so more often taxes her noticeably, but she is still capable of firing more than one missile at the same level of power.
